Yeah you can't compare any area in FW to North Dallas as far as being able to sustain 3 Central Markets being so closely located.

I'm not sure I would consider either to be "luxury", but I would think that Sprouts or Aldi would do well there.  I would like to see Trader Joe's open more locations in this area.  While I'm close enough to Southlake and drive through there enough that I can make it there when I need to, it would be nice if there were more locations around.

Sprouts is way too overpriced, Aldi would be nice. I don't ever see Aldi stores pop up in urban areas though.

 

Maybe H-E-B could amass small cheap lots and build down there, like how they built in the third ward across 288 from the Med Center in Houston.

The City of Fort Worth has determined the need to terminate its contracts with Hoque Global related to the Evans and Rosedale redevelopment project. Inflation, interest rate increases and cooling of commercial development have contributed to unacceptable delays, and key deadlines have not been met — even following extensions.

Aldi would be a good candidate. It has a smaller footprint, which I think would be better for the area.

The mayor and council still plan to use the federal funds for the Evans and Rosedale Redevelopment project, Nettles said. The city hopes to get a new partner involved in the project by early 2024, he added. 

 

 

Is the federal funding the reason that individual businesses can't develop parts of the land piecemeal? For example, if Aldi wanted to construct on the south side of Rosedale across from the plaza, would the federal grant prohibit that?

Reading through that article, do the problems getting this going not give people pause that the problem is not only building it, but that there is not much outside confidence that it can be something viable and sustainable.  Like Race St. things are not always "if you build it..."

 

I don't deny that there is a deep community need, but even need alone does not automatically make a successful project.

 

I don't know enough about all of the elements of the project; is there a mechanism of ongoing support for X years to help it to become an established place and find its long term means?

 

I'm also worked that there are too many "asks" from the project.  If it is important that it be built, does it make sense to then introduce additional hurdles and make a double-ask to say who and what kind of people must be doing the construction?  In that article that is a stated hurdle that could not be gotten over.

 

It seems like we need to take steps in the right direction, not try to load up one project with solving every problem.

The Vision

Our community faces several challenges that need to be addressed urgently. Currently, we have vacant
land, no developer, a food desert, and a lack of businesses. However, we believe that our location is
excellent, with plenty of green space and a great geographical location.
 
What We Would Like To See
To achieve our vision, we have identified specific goals that we want to accomplish. Our primary focus is
to create a walkable neighborhood that is safe and reflects black culture. We envision small residential
sections and townhomes that are designed to meet the specific needs of our community. These
residential areas will be surrounded by ample green space, providing a refreshing environment for our
residents, and a amphitheater. In addition, we would like to see an HBCU center, where HBCU recruiting
can have a presence in the community.
 
HSNS would like to emphasize we are in full support of the Juneteenth Museum and looking to see if it
would be possible to include the Museum alongside the Rosedale and Evans Development.
 
To make our community more vibrant, we aim to attract businesses that cater to the needs of our
residents. We envision FedEx, restaurants, office spaces, jazz clubs, kids' spaces, financial institutions,
and gyms. These businesses will create employment opportunities for our community and make our
neighborhood more attractive to visitors.
 
What Is Not Acceptable
We are determined to achieve our vision, and we know what we do not want in our community. We do
not want any hotels or parking in the neighborhood, and we prefer buildings that are no more than four
stories high. We also do not want any chain restaurants, as we believe that they do not reflect the
unique character of our community.
 
What We Propose To Do Going Forward
To achieve our goals, we need to conduct a comprehensive market study and traffic study to generate a
detailed plan. We also need an anchor to our community, such as the Juneteenth Museum, to atract
more people and provide a sense of history and community identity.
 
Our community is diverse, with 19% White, 46% Hispanic, 30.5% Black, 0.19% Indian, and 2.0% Asian.
The current income range is $36K - $55K. We believe that this diversity is one of our strengths and that it
creates a unique and vibrant community.
 
We are confident that we can work together to achieve our vision and make our community a vibrant
and thriving place to live. Let's move forward with our plans and create a community that we can all be
proud of

It's 'low cost' HEB store and half the size of a typical HEB. There are already two in DFW. The high-quality of HEB stores and products would be a benefit to the people living in the area historically neglected - while being priced appropriately.

This an interesting use of city resources considering no decisions have been made as far as a replacement Master Developer.  I was generally under the impressions that RFP's have strict instructions on not reaching out to the key stakeholders ahead of a competitive proposal review except through formal RFI channels?

 

 
Timeline:
Tuesday, March 5, 2024 at 8 a.m. CST: RFEI issued.
Monday, March 25, 2024 at 2 p.m. CST: Developer Pre-Submittal Meeting
Monday, April 22, 2024: Submissions close, all documents are due by 5 p.m. CST.
