I have a good friend who lives in Fairmount and he said that the Neighborhood Assoc is planning on a hard push to stop this project in it's tracks....

 

 I think the FNA is headed for a long overdue ass-kicking.  Imagine Texas successfully shutting down the Oklahoma Casinos lined up along the Red River just across from Texas/Oklahoma Border?... Didn't happen; aint happening!

 

Magnolia is one of several Urban Villages designated and sectioned by the Department of Development Services and have been created to discourage the indiscriminate opening of entertainment establishments peppered throughout majority residential neighborhoods. One can argue that UV have equal or greater powers than do NA.

 

The Magnolia Urban Village does not come under the auspices of the Fairmount Historic District as I would strongly agree that it was created to be an entity of and unto itself.  Any adjacent district will have limited legal recourse to stop a project within the MUV unless the project was of such a nature as a vice, public nuisance, or inflicted tangible harm.  Magnolia @ Hemphill lies squared within the MUV. It also is along Hemphill Street which is undergoing a major redo. 

 

I predict and certainly hope for is when FNA brings its objection to the City Council, CC will be codified once for all that Urban Villages have the ultimate jurisdiction for projects within their boundaries.

This particular piece of property falls within all three district boundaries.  It is located in the Magnolia Urban Village, but it is also partially included in the boundaries of the Local and National Register Fairmount/Southside Historic District.  I also believe the Fairmount Neighborhood Association's boundaries include all or part of this site.  From what I know about preservation ordinances, I believe that any part of another district that falls within the boundaries of a historic district, still must conform to the standards and guidelines of the historic district.  The same would be true about the urban village.  In other words, the historic property has to also meet the criteria of the urban village.  I don't think the Urban Village Standards and Guidelines have more weight than the historical guidelines.

Finally, this will be the test case for the City that has set out as its goal to create islands/strips of urban amenities within the seas of mundane auto centric residential neighborhoods whether historical or not.  To implement this goal is the Commercial Corridor Revitalization Strategy for which Magnolia Avenue is the poster child.  The irony is that Magnolia Avenue has always been a historical commercial corridor.  I do not hold any empathy for the FHA.

Associations like FHA should not be stopping the City's goal but rather they can be positively assisting in the sustainable development of designated urban enclaves. Public opinion is highly favorable towards Magnolia UV ranging the gamut of all sectors of the economy and lifestyle.  The battle with FHA should be carried out with respect but the codification of the Urban Village Project must be swiftly upheld so that City's goal can be actualized.

Just drove to Free Play and when I went to the back to look for parking I came across both parking lots being turned up and razed. Could this mean that the project has the green light to move forward.

It may be because no one is out and about much.  I don't get out of the house near as much as I did before the pandemic hit.  Another reason is that we lost a few of our more active members when we had the last big forum issue.

This does appear to be the top of the building.  I would imagine there were concerns about the height, since this project falls within three overlays that have design guidelines or standards.

The last picture is the one where it seems the most "impactful", but I sought that out to get a photo of the building. From the entrance to Paris Coffee shop, for example, it's barely visible, obscured by trees and the La Cava building.

Among the many announcements last night was a plan to build a 3-4 story structure behind the existing historic buildings along Magnolia on what is currently surface parking. The plan would be for a pedestrian plaza between the new and historic buildings. The new structure would include a 194 space parking garage and office spaces. The project appears to be quite large, which makes sense given the size of the land available to work with.

 

Developers are Dodson Companes (who did nearby 1455 Magnolia project) and Bryant Commercial, VLK are the architect.

Taken behind Brewed looking NE/SE. I ride my bike here weekly to look at the progress. The pace seems to have quickened... in my years of following construction in Austin and DFW, the parking garages always seem to take forever. This projects parking is basically done, with all brick work complete.

Took these photos August 2nd. The Magnolia-facing building has gone up fast. The raised patio may be the tenant's 'back patio' since it looks like the entrance will be around the side.

Took these a few weeks back of the Magnolia facing building. I'm super curious what business will take this spot. It's pretty much a blank slate, I'm assuming it could be subdivided. It has a staircase in the front and back (guessing this is for fire code), expansive patio/balcony upstairs and downstairs. A restaurant with a 2nd story would be great, but there doesn't seem to be much room on the 1st floor for a kitchen.

That's a crazy optical illusion in your first photo, it looks like the concrete floor has been eaten away but it is water reflecting the structure above.

TLA, it is actually the Building Code that determines the number of stairs, exits, and their distance apart.  Also, the type of use that is planned for the space has an effect on the occupant load, which is part of what is factored in for exits and stairs.  Nitixope, without seeing the space, I can't tell you if there is an elevator.  However, the leasing documents indicate this is going to be "retail".  It also appears from the same document that the second floor is actually a mezzanine.

John, I’m curious about yours and other members thoughts on this particular 2 story building. I love the extensive use of brick. Even though darker than a lot of the brick on Magnolia. I hope we look back decades from now and it feels as natural as any other building in the street scape. The large windows plus the glass railings give it a bit of modern flair.

If it's the same building we looked at from one of our past lunches (from across the street) my gut reaction was, "I've seen worse, it's not bad."  There's a lot of design trends that sort of out themselves but this seems like one that is more understated and more timeless looking.

TLA, you ask about this particular 2 story building.  I'm assuming you are asking about the building on Magnolia.  This is a part of a larger project that includes the new 3 story building and parking garage that houses VLK Architects, and the historic buildings that face both Magnolia and Hemphill Streets.  All of the development is outside the Fairmount Historic District, but almost all of the property of the project is designated individually as a City of Fort Worth Historic & Cultural Landmark.  The city's preservation ordinance states that if a part of a property is designated, then it is treated as if all of the property is designated.  Overall I like the project.  The project follows the Secretary of Interior's Standards for Rehabilitation.  The new 2 story building on Magnolia is set back from the older historic buildings.  It uses similar materials (brick), yet the new contrasts from the old by using a darker brick.  The amount of glass in the new building is significantly more, which does help to make the building more modern in appearance.  The back of the building aligns with the old alley line, yet the one story building next door does not go all the way out to this point.  Again, this is one way to set off the new from the old by honoring the rear of some of the buildings, yet it steps forward from the building next door.  The newer 3 story office building and parking garage are built away from the historic buildings on Magnolia by adding the walkway between the structures.  This is another way to set off the new from the old.  The building is taller than the historic structures, but because it is so far back from Magnolia, the additional floor does not infringe on them.  Again, I don't have a problem with the dark brick.  There is some red brick on the project that is similar to the red brick on Magnolia.
