Ever since I can remember this place has reminded vacant.  I used to be fascinated by this place as a kid as we would pass by it going down the street to Burgers Lake.  I havent found much on it, other than it was built in the 30s and was possibly a restaurant at one time

I'm not familiar with it, but it's an interesting building. I'm sure I've driven by it; that area around Meandering Road, Roberts Cut Off and River Oaks Blvd elicit such distant memories for me.

 

TAD lists it as a vacant restaurant built in 1940.

 

Although it's not listed for sale, Zillow has a few very small low-quality images of it - including a couple interior ones.

 

Google Street View has about 8 sets of images taken from Sep 2007 to Jan 2022. In the 2007 images the building doesn't have all the windows. I'm no expert, but to me it looks like the original stone facade was plastered over and the windows covered up. It may originally have been a restaurant, but that sounds like something that might've been done with a conversion to a bar. To me it looks like at some point circular sections of plaster were removed to expose square glass block windows and the surrounding stonework. Restaurant or bar, it seems strange to have so many doors along that side of the facade.

 

The images at historic aerials weren't particularly good. In several I couldn't even tell there was a building there. But there or elsewhere, I didn't see anything that looked like it had been used for anything in decades.

The city is planning to reconstruct Meandering Road.  This project includes reconfiguring this intersection, along with others in River Oaks. The public meeting on this road work was held in February.

I clicked through the Google maps link above and it was such an interesting building I had to satisfy my curiosity. According to Newsbank's Fort Worth Star-Telegram database via the Fort Worth Public Library, Black Angus BBQ was there as of 1966 (the first time the address appeared in the FWST), and by 1986 (the last time it appeared), it was known as B. J. Black Angus. While I was using the city directories to look up something else at five-year intervals yesterday, I also checked 6003 Meandering starting at 1940. It was listed as "vacant" at each of those intervals; I don't know if there was anything in between those intervals.

I would suspect that the "BJ" in the second establishment could be tied to the property records on TAD's website showing a "Mr. Billy Joe Boswell."

I think that traffic circle will be a big improvement. I wish they'd include a crosswalk north from lot R1 on the east side of the circle, though. That big lot to the northeast won't always be empty.

There's a fair amount of work between road surface, the traffic circle, curb / gutter, sidewalk, intersections, signage.  Is it really that bad they need to do this project other than the traffic circle which is questionably necessary in my opinion?  I hope River Oaks or TXDot is paying for this.

Nitixope, have you driven on this road or ridden your bicycle on it lately?  It is in really bad condition.  In my opinion, it needs all of the money.  As for River Oaks, I'm sure they are probably paying for the portion of the project inside their city limits.

I rode my bike back behind the federal women's prison a year or two ago but it all seemed very remote and untraveled.  If the majority of the traffic is to and from the base, maybe they should pay for the upkeep.

The section that I thought was in very bad condition was from Roberts Cut-Off to LTjg Barnett Rd.  Along that section, you would have to dodge the cracks, the expansion joints, and the potholes.  The stretch from there to the women's prison was like a county road, and was not in near as bad condition.
