Here's a WFAA story that's not behind a paywall and has a photo of the chart from the NYT article: https://www.wfaa.com...a5-288d251ac142
There were a number of criteria measured and Euless scored the highest. I haven't found much detail on what was measured, but I'm sure the jobs available at the airport and their very diverse population and available housing options contributed. The large Glade Parks development (retail, apartments, and single family homes) is in Euless, Founders Parc is a new redevelopment of one of the older parts of the city, HEB schools have a good reputation and one of the more affluent parts of the city north of Harwood is part of Grapevine Colleyville ISD, they have a popular golf course. It's easy to discount Euless ranking so high, but it checks off a lot of boxes.
It's also worth noting that 7 of the 10 cities on the list are suburbs of Fort Worth and Dallas.
