FINDINGS/RECOMMENDATIONS
The applicant requests a recommendation to the City Plan Commission (CPC) and City Council for a 
partial street vacation of Cockrell Avenue between W Berry Street and W Bowie St. This street 
vacation is an integral part of Texas Christian University (TCU) Campus Masterplan, which aims to 
not only plan the expansion of the TCU campus, but also make improvements to surrounding areas, 
such as the W Berry Street corridor next to the university.
The applicant, TCU, owns the parcels on either side of Cockrell Avenue and seek to partially vacate 
the street to create opportunities for multifamily, retail, and commercial space. The abandonment 
will retain the Public Access and Utility Easement and the alley right-of-way to serve the 
development.
 
Cockrell Avenue is located just south of the TCU campus and connects W Bowie Street to W Berry 
Street, however there are no points of interest along Cockrell Ave as the properties that flank the 
street are all used for parking. While street abandonments are usually discouraged, in some cases 
an abandonment can be an asset if they address community needs or desires. This street abandonment 
will affect two blocks, labeled as Block A and Block B as seen in the TCU Campus Master Plan 
(figures 16 and 17). Within the TCU Campus Master Plan, it is stated that these blocks will 
incorporate “urban but modest open space or small, interconnected open spaces that support seating 
outdoors and easy retail access.” This intent is also illustrated in the provided landscape plan, 
where it is apparent that the intention of the street vacation is to turn it into a pedestrian 
corridor that will connect the TCU campus bookstore to the southern end of the TCU campus and it 
will also connect to a proposed mixed-use building as seen in figure 10. The inclusion of a 
pedestrian corridor meets the first and eleventh guiding principle of the
Berry-University Form Based Code, which addresses the need to maintain a safe a walkable 
neighborhood and maximize connectivity and access. Since this pedestrian corridor intends to 
connects to a mixed-use development, the street vacation meets the third, fifth, and sixth guiding 
principles that address the need to maximize development opportunities, provide diverse housing, 
and promote development that support commercial development.
 
It is clear that the proposed partial vacation of Cockrell street will enhance the W Berry Street 
corridor by providing pedestrian enhancements by eliminating car-centered spaces such as parking 
lots and replacing them with pedestrian corridors, landscaped plazas, and opportunities for 
shopping and apartment living. These changes clearly comply with the guiding principles of the 
Berry-University Form-Based Code, by maintaining and creating safe pedestrian areas, encourage 
exceptional design, provides diverse housing options, considers impacts of stormwater, increases 
the tree canopy, and maximizes connectivity and access.
 
Given the above, Staff recommends the following motion:
 
That the request for a recommendation to the City Plan Commission to allow for a vacation of a 
portion
of Cockrell Avenue between W. Berry Street and W. Bowie Street be approved.

Missed the enrollment figure.  Did it say timing on that?  Also, why not expand grad student enrollment more?   Is there a reason they haven't grown grad #s more aggressively?

What drivers must do and what they actually do are two totally different things.  This city, in general, does not stop for pedestrians in crosswalks.  And it's because it's not enforced.

This is a very busy street from where I am from, and it is one of the easiest to cross.  It's because the law is actually enforced and you will get a ticket if you don't stop for people in a crosswalk when it is reasonable for you to do so.

 

I went to college in Florida, and had friends from home visit me one time.  I had to stop them from walking across the street and getting hit by a car because they are so used to cars stopping when a person enters a crosswalk.  The law was enforced there as much as it is here.

 

In my opinion, the city does not enforce traffic laws anywhere near as much as it used.  It used to be relatively common for me to see speed enforcement on I-30 and it seems like I haven't seen them in years.  It was interesting to see the one cop standing on the Hulen St. overpass with the radar gun radioing to the 4 or 5 other motorcycle cops just on the other side to catch the people speeding by.

 

I was driving down Berry St the other day and watched a TCU police vehicle drive right on past someone standing in a crosswalk waiting to cross.  When the police don't even stop for pedestrians, especially the campus police, you know we don't have a culture that focuses on the pedestrian.

That's infuriating.  Enforcement is important.  So is frequent reminders of the law.  Many people grew up in and learned to drive in places where pedestrians were rare, so I assume yielding to pedestrians wasn't front of mind when they learned to drive.  

 

This is something that should be part of TCU orientation (teach the incoming students - both as pedestrians and as drivers) and 100% to TCU cops.  An ongoing public info campaign would help too - will take years but is super important.

Thats funny, I saw that listed on another filing or a temp filing a few weeks ago that didnt have the detailed description, just SB, and had guessed storage building or something far less exciting than Starbucks.

The BLUU location isn't even the closest to the bookstore! There's a Starbucks location in Kroger across Berry. There's several other Starbucks pairs that are even closer than the two TCU locations inside 820. However, all but the Camp Bowie locations are either within another facility like a grocery or hospital. 

Measured "as the crow flies" from entrance to entrance, I get the following,

-BLUU to Bookstore: 1,800'
-Montgomery Plaza to Target: 1,600' 

-Camp Bowie and Westridge to Camp Bowie and Littlepage: 1,300' (there's a third a in the Tom Thumb, making 3 locations within just over a half mile)

-8th and Rosedale to Baylor All Saints: 1,200'

-8th and Rosedale to Cook Children's: 1,200'
-West 7th Tom Thumb to Montgomery Plaza: 600'
-TCU Bookstore to Berry St Kroger: 600'
-Hulen and Glenwood to Hulen Tom Thumb: 420'

I will agree that it is a completely different look for the interior, compared to the rest of the campus.

Maybe they should have called the pasta bar Mangia! or Mangia Mangia, it might be a little more recognizable off-the-cuff. She called it what sounded like mangee-ah, I probably would have done the same.
