Question on “mixed use”, if in 10 years they want to knock down one of those industrial buildings to build retail, can they do that without a zoning change? Basically, does this whole plot blanket guarantee they can build anything retail/industrial here?

I don't know the details of this case, so answering your question may be a little difficult.  Zoning is done by individual parcel.  If those retail pads are zoned for Commercial, and the industrial areas are zoned Industrial, then if a developer decided to demolish one of the industrial buildings and then build retail it its place, they would have to ask for a zoning change.

That’s interesting and a bit disappointing. At least semantically. I’m sure the city would approve many changes for the benefit of the city, but it seems disingenuous to label something mixed use with how much is could be carved up or exclusionary.
