This is an interesting and challenging area for sure.
The block surrounded by Henderson, 7th, 5th and Lexington is the only obvious peice, it should be more apartments, preferably with a more vertical design than the ones already built, which seems likely since the lot is smaller, perhaps units could be built above parking rather then around it. TAD lists it as being owned by Firestone Apartments so It's likely realistic that something like that will happen there.
The land west of the Packard dealer is owned by " TEXAS LAND & INV CO INC" , not sure if thats related to someone. Would love to see some sort of retail along 7th there though.
Everything to the north of that is weird though. Odd shaped lot, a bit of a superblock right now (the roads you've proposed would help, but would require a lot of work and demolition of existing buildings. Weird ownership to, for example the large lot south of the Meridian Bank building is owned by Klabzula, except for that remaining concrete patch which is owned by someone else (Midwestern Development Co) which might be a big hindrance to development.
Another block of land you should look at is the old compassion house building behind he Whitley Penn building.

As far as tearing down the existing apartments, that's future talk... like AT LEAST two decades away "future talk".
I just envision that section of the UW to be more dense and taller, eventually.

It's the building on the north side of W5th St.

I actually drove past that today... didn't know what it was til hours later.
