I heard a good segment on 'The Texas Standard' today concerning the development in the Houston area. It seems that some of the residential developments done in nearby reservoir flood pools were developed in part by city officials.

The quote from Steve Costelo, an engineer, developer, and their current 'Flood Czar' tells me a lot; "I don't look back at why," he said. "I look (at) how we move forward and how we address everything..." It seems that he doesn't remember his engineering firm did some of the flood studies for the developments.
