Proposed luxury apartments on White Settlement Road

At the meeting of the Riverbend Trinity Trails Neighborhood Association on May 26th, a representative with the TownSite Company discussed Greystar's plans to develop a new luxury apartment complex on White Settlement Road between Athenia Drive and Nursery Lane, at the current site of the Sunset RV Park. Greystar is the same developer behind Elan West 7th, and this proposed development would be similar, albeit only 3 stories tall given Fort Worth's requirements for MU-1 zoning (I'm not sure if this area has been re-zoned yet, but would be MU-1).  This location is near Rivercrest Bluffs and Crystal Springs.

None of the information about the apartment complex, or adjacent two-story office buildings (see map), is currently online at this moment, but probably will be soon.

 

I have included a map of all proposed developments in the Riverbend/White Settlement Road/Castleberry High School area here.

Seems like this would face a lot of oppossition from the neighborhood. 

I find this a weird area to be developing the way it is, thats a lot going on in such a little place that doesn't seem to have much natural draw.

I find this a weird area to be developing the way it is, thats a lot going on in such a little place that doesn't seem to have much natural draw. 

 

It probably depends on the makeup of the landowner base there. There are surely some legacy single-lot owners who live on their property and will oppose any property valuation increase and resultant raise in property tax. I would guess there are also holders of investment/rental property in the area who would welcome an increase in land prices. 

 

The natural draw here is probably related to the old real estate adage of "location, location, location". The area is halfway between downtown and JRB, just across the river from Rivercrest and Westover Hills, and close to the Arts/Cultural District. It is closely bounded by the river on three sides and White Settlement Road on the other so once redeveloped it is "insulated" from other areas not yet renewed. There are schools and employment (Stratoflex) close by, oh, and did I mention the river close by? Access to Trinity Trails? What may be needed to solidify the draw in the near future would be a "town center" type of mixed use development and a multi-use park. A footbridge to Burton Hills Elementary School might be another amenity that would draw young families to the new developments.

 

White Settlement Road should be placed on the list for future light rail or streetcar routes as it would be the most direct connection between downtown and the JRB/Westside area, and even the north side of the future massive development out at Walsh Ranch. Given this assumption, I would think some developers are already looking at massing property along this route for future commercial and mixed use projects.

Unless it draws opposition from across the river to the south, I wouldn't bank on it amounting to much.

It's an interesting location with somewhat limited access (you kind of have to go a long way around to get to it from the south). I can't imagine these developments happening if the flood pool for the TRV had remained in this area.

Is that technically within Fort Worth or River Oaks?  What's the actual boundary over there?

Another major difference between Elan and this new development is that there is no structured parking planned for the new development.  Which isn't a great sign re: construction quality.

According to the Google, Fort Worth. River Oaks doesn't come further south than Blackstone Dr., except for a small box that encompasses Castleberry HS.

A footbridge to Burton Hills Elementary School might be another amenity that would draw young families to the new developments.

 

This area is part of Castleberry ISD, so children in this area would attend A.V. Cato Elementary on Isbell Road, not Burton Hill Elementary.

I dont know why people in the neighborhood would object.  Sure, old people always come out and fret about the "traffic" and "safety" concerns they have when ANYTHING is ever built near their homes. 

 

My greater concern would be how well the Greystar apartment building and homes in the new developments are designed and built.  Those will set the tone for the future of the neighborhood.  Greystar did not design a very attractive building on Carroll Steet.  They have done better looking buildings in other cities. 

 

Yes - the access to the river trails, in my mind, and the existing mature trees in there (versus many new neighborhoods which have no mature trees) are the differentiators versus other options. 

 

But, now that I think about it, if someone is looking to build a new house on the West Side, what are theri options?  Buy and tear down in Crestwood, Monticello, River Crest, Arlington Heights, etc etc - probably hard to find lots for under $200,000 for small lots, I would guess.  Dont know what prices are on these.

Sounds like 4 apartment buildings and 8 townhome buildings in total. Not sure what it will look like.

Anybody know what might become of the nearby property on Robert's Cut-Off (currently Parker Stratoflex)? I know for a fact the company is moving in 2018 and the old plant sits on prime property.
