How is their 25 year old, $200+ million plan to lure professional football working out?

At least with the "MLS Plan", they already have a stadium AND a team in place. There's far more serious talks from Major League Soccer for expansion to San Antonio and it's pretty much set that they will be awarded the franchise as the Scorpions move up from NASL to MLS.

As far as the NFL in San Antonio goes, let's be honest, the Jacksonville Jaguars should either be in San Antonio or St. Louis right now. One of those two cities. But Jerry Jones had a hand in blocking it... San Antonio is still Cowboy Country, after all.

What am I missing? The article makes it fairly clear there's not a team in place.

The article might be a PR trial balloon from San Antonio to the MLS.

Obviously there's more to the story than what was reported in the link above, which makes it sound like much less of a done deal, even going so far as to say what will happen if no MLS franchise materializes. My original point that I didn't make very clearly is that it is terrible business to build a facility geared toward a specific sport without a tenant in place (San Antonio, Tampa).
