PLAN:

- Replace warehouses around Northside & Samuels (this is all a long shot from the start, but still just a suggestion)
- Build new Water Treatment facility in its place
- Replace current facility near Sunset Terrace, but keep some of the building for redevelopment. 

- Build new streets in the area where current facility would be, allowing it to open up for mixed-use buildings OR a park.

Have you ever toured the existing facility? I have an engineer friend who took me on a tour out there a few years ago and explained to me the intricacies of this facility. I will ask him, but I think he would tell me that this will NEVER happen. The amount of massive underground water lines that feed into and out of the existing plant are staggering, and moving those would involve a dig project that would make the TRV excavation look like child's play.

 

I would also point out that the red area on your map encloses significantly more land that isn't part of the treatment plant itself. There's a large equipment storage yard which really could be anywhere. The Holly North and South plants are tightly clustered around the Lancaster bridge.

Not to throw in puns, but it is the ultimate pipe dream.

Of course I would expect it to stay in the "what if" category instead of it becoming reality. But I'm still going to show plans.
