What structure is being built in Northside, east of meat packing ruins

You can make out "Ash Gr..." A quick google shows a cement company called "Ash Groove" works out of midlothain and has the same logo, so something to do with cement obv. Do water towers usually use that much?

Whatever it is, there is now two of them, and they are built over the train tracks. I drove past a bit ago,

They are quite tall, 5-6 stories perhaps, and luckily aren't very visible from exchange ave. 

 

Anyone have a clue what they are?

Heard some speculation that they are temporary concrete plants for the upcoming construction. The Stockyards, 28th st. Bridge, and TRV all have a lot of concrete that could be coming.

It looks like a cement terminal to me.  Today, most of the cement in the area comes from Midlothian.  None of the ready-mix operators North of town want to drive a pneumatic trailer through DTFW.  A terminal would make a lot of sense. 

 

If someone was setting up a temporary/portable concrete plant they would park additional storage trailers (called "pigs") next to the plant.

My first impression on seeing this is that the taller one looks like a miniature version of the leaning Tower of Pisa.
