Confirmed with the leasing office: there is no pedestrian access to the Trinity Trails, and no pedestrian access to downtown. The water in their portion of the canal is being filtered.

I still don't understand why there isn't a better connection from the top of the bluff to the other side of the river in the frist place...

Jeriat, from what I can determine through my digging into various sources, I think that when the Paddock Viaduct was constructed in 1914, there was a better connection between the top of the bluff and the other side of the river.  On the north side of the river, there were two additional streets that went under the bridge.  One was at the stairway that leads down from the top.  The other was one block north of that, half way to the existing first intersection on the north side of the river (NE & NW 4th St.).  In addition to these two streets going under the bridge, it appears that there was either a service road, sidewalks, or both that lead from the street at the stair northward.  At one time, it appears that N. Commerce and N. Calhoun went down to the east/west street at the stair.  The two missing streets would have been NE 3rd and NE 2nd.  What closed off the infrastructure around the viaduct was the expansion of the power plant.  I also think that the expansion of the plant was done in several phases that led to the elimination of connectivity between the north side of the river and Downtown.  With the use of the automobile growing, I'm sure no one at the City or the Power Company felt that anyone needed to walk across the viaduct.

Well that figures... And I wouldn't expect anything in the 70s and 80s, either, given that the near Northside wasn't that much better than it is currently.

The gate one the stairs that led down has been removed so I guess the walk is open now.
