Another new Oakhurst Scenic development- Parkside

Unlike "The Scenic" development happening further south on Oakhurst Scenic in an industrial area, the Parkside development area is mostly rental residential, which has caused many problems for man and beast.

No details are out there yet about how the new owner wishes to develop this property. Given the fact that's immediately adjacent to the Charleston neighborhood, expect a big zoning fight if they try to go high density.

This seems like a great opportunity for some of that mixed income, mixed use dense development. W7 has been very expensive and upscale, the existing neighborhoods around here seem lower income and it would be great for developments to accommodate those people to. However I have doubts a developer would have max profits like this.

There has got to be some kind of tax credit or HUD handout for this.

The developer of this property is Criterion out of Dallas. Word is they will be filing a zoning change request from the city to change from B-2 Family zoning to UR - Urban Residential zoning. A meeting with the Riverside Alliance and nearby neighborhood associations is set for this coming Monday to receive information prior to the zoning case being filed.

B2 is duplexes. UR is high denisty residential/multifamily.

UR is so new to the city isn't even on this page. It has only been used in a few places in the city so far.

Where does the neighborhood fall on this one?  It looks great to me, but I could see people in the area not liking it.  What's there now?  Single family homes or anything historic?

The area now is condemed duplexes dating from the 50s. All of the residents have been kicked out and they are vacant.

That's the place. They are well into the demolition of the existing homes now. Lots of chain link fence and such in place. I'm sure they are dealing with lead. There are a lot of structures in there so it's gonna take a while.

Legacy Capital has a page for "The Scenic" up (no new info on it though) but it does have a nice map for those of us trying to figure out what's where.

Good catch. Perhaps mods can move this Legacy info to the other thread, or perhaps merge the two threads into one. I had kept them as two different topics because I think they will develop at different paces.

 

Interestingly, this graphic which shows the Legacy Property in red, confirms the rumors I heard that they have been unable to come to agreement on the Gib Lewis property, which is immediately to the south of Race Street. I'm guessing nothing is going to happen with Legacy as long as that is the case.

Let me ask what I think is the most important dilemma with these developments: Is the Smoke Pit going to survive?

 

Legacy said yes, as part of their new development, in a new building.

I have always thought that the Smoke Pit had a lot of atmosphere in it's current building.

An update on this project.

 

The land has been completely cleared of houses, roads are closed, and chain link fence now surrounds the entire area. I noted on my iPhone the other day that the google satellite imagery looks to have been taken sometime during the summer of 2015, when a good portion of the area (but not the northern portion) had been cleared. I was going to provide a link to this imagery, however when I pull up google maps on my computer, the imagery is older (looks like winter based on lack of leaves on trees.)

 

The clearing was completed several months ago, so not sure what we are waiting on. The other development further to the south including Smoke Pit has had no visible action.

This development is now well underway. Foundations are being poured, and today I saw the first wooden walls going up on one of the buildings.

This development is well underway now and is very visible from I-35. I think 4-5 of the building complexes are in progress with the first one approaching completion.

Some photos taken 1/17/2017. These photos nearest the units were taken at the intersection of Embrey Pl and Scenic Hill Dr if you are keeping track on Google Maps.

This photo is taken across the river at Greenway Park looking north from the river trail. You can see the units up on the hillside along with the excavation currently underway at the park for "flood control."

I will say this construction looks considerably more suburban at this point than the urban style renderings that are being shown around town where tenants are being sought. Nonetheless it is good to finally get new development kicked off in Riverside.

I definitely agree with you and I hope that they don't look completely run down in 10 years and turn into a 3 story version of what was there prior to these being built. This is what happens when you have developers who come in from that city 30 miles east who just buy land because it is cheap and who only care about making a profit. They really could care less about developing a long-lasting community. Such a shame.

I don't think it's because the developers are from whats-its-name 30 miles east. Those builders probably build the same quality everywhere they build and some local builders build things here that aren't going to age well.

 

I don't blame the builders; why expect them to have higher standards for quality than the community where they're building? I mean, it's nice when they do, but ultimately it's up to the community to set and enforce those standards. Save perhaps for a few areas, Fort Worth hasn't done so.

I would also say that they builders/developers are all after max profit, regardless of the quality of construction.  It's just a matter of short term with lower and long term with higher.

The folks who live immediately north of this development in the gated Charleston neighborhood tried desperately.

 

The most complete building is also the one furthest to the south away from Charleston, so perhaps the ones further to the north will be a different design/ higher quality.

Sure, and that happens a lot. However, it's usually just some number of residents near a proposed project reacting because of how they perceive that particular project will affect them. That doesn't have the same teeth as city policy or broad demands on standards of design and quality and fit from the broader community.

 

Of course, the city can't impose strict requirements for every development planned on the sprawling prairie within its city limits, but overall the city (the citizens or the government which represents them) does not show any interest in setting high standards apart from a few small areas with design overlays and the like. We're not even that good at historic preservation; what historic structures we have are for the most part still standing only because no one wanted to build anything on them.

 

Everyone Many on this form care about what gets built and where, but that is not representative of much of the population. None Few care about what is built in Fort Worth unless they see a direct impact on their own daily lives or property values.

So the final name for this development is "The Scenic at River East" - River East is the attempted rebranding of Riverside. There are some great drone shots of the development available on their Facebook page. I've been unable to figure how to link them here.

Unfortunately I think several people on this forum have broken photo links as well.

Back to this apartment complex. What a great spot on the bluff surrounded by mature trees, within close proximity to Riverside park, the Trinity trails and stunning views of downtown. Sadly this was a huge missed opportunity.

The name of the development should be "The Suburbs at River East"

Well it's really quite schitzo design. The lowest buildings in the area have the unnecessary high pitch roofs which block the city views higher up the hill. Meanwhile higher up the bluff there are more appropriate roof designs. And in the middle is an interesting contemporary clubhouse/pool/office area which probably is the best part of the area. Design by committee perhaps?

Yeah I think they unsuccessfully tried to bring in different design styles to give it the illusion of being architecturally interesting. I think they failed the test on many levels.

Thankfully much of this development will be hidden by the row of trees and shrubs along Oakhurst Scenic.

To add to this, the developer of River East sold off the lot north of Bird St. to a land developer who I believe is working with Robert Elliott Homes from Dallas to build single family homes starting in the low $400k range. 2-3 spec homes to be delivered around January.

 

The lots have great views of downtown but the negative is your looking at some pretty lackluster apartment buildings that I'm afraid may not age well...
