What's With All of the Fencing

They have installed a ton of chain link fence in Forest Park right off University. Looks like a human maze. Anyone know what it is for?

I believe it's a sewer line or storm drain project of some sort.

I think the City is making use of the drought to do some storm sewer work. I noticed a park by my house they are widening the drainage ditch that turns into a ravine. It makes sense to do it when it is bone dry.
