Neighborhood Improvement Tax Idea

In my mind it works something like this. The HOA or NA gets together and agrees to do a project (new street lights for example). They write a proposal and submit it to the city. The city approves it and the HOA hires a contractor to complete the work. I kicked in $1,000 for the project, so I get a credit on my property taxes for, say, half my contribution.
What do you think?

What really bites is you have to go through all the code compliance procedures hoping that if you do everything right, they'll LET you pay for the sidewalk and park benches.
Better Business Bureau: A place to find or post valid complaints for auto delerships and maintenance facilities. (New Features) If you have a valid gripe about auto dealerships, this is the place to voice it.

Sounds like a great idea but I doubt the city would ever relinquish control of the purse strings they have a firm grip on. Plus, people that would consider paying to put in a sidewalk are generally going to do it anyway, whether they get credit or not.
No I don't think so. Our street has sidewalks for about 3/4 of its length, including in front of my house. I'm not going to flat out pay for sidewalks at the end. But if there was a system like cberen1 suggests I would consider helping to pay to help sidewalks on my street.
