On the south side of E. Lancaster, just east of the former Popeye's, was a department store in the 1960s, later a K-Mart.  What was the original store name?

I'm not sure. I think it was either a "Treasure City Discount Store" or a "Spartan's Discount Store"

Spartans does ring a bell, I never would have remembered it. I was there just once I think, with my mom and sisters. On that same day we shopped there I remember hearing the new Byrds song "Turn Turn Turn" on the radio, it was released in 1965.

It was Spartan or Spartan/Atlantic, then later Cooks.
