This is probably more than you want to know but...
When I lived and worked in Saudi Arabia between 1971 - 1985, I worked with a construction management organization. We managed 4 to 5 prime contractors and multiple subcontractors. In the 1980's we managed a very large project with 25 primes and a 10,000 man worker camp. The project I worked at is called today KKMC. Using Google Earth just search for King Khalid Military City or KKMC. It a complete from water wells to facilities 10 x 10 kilometer (6 x 6 miles) City. KKMC AE firms Brown, Daltas, and Associates in Cambridge, Massachusetts to design and construct in 5 -6 years to complete. While in Google Earth visiting KKMC zoom in and find 200 Villas on the map... that was our camp... for 200 employee families. South west of the camp find the dirt airstrip. Short history found at https://en.wikipedia.org/wiki/King_Khalid_Military_City
Other similar regional facilities were Ports and Harbor facilities at Jubail and Jeddah; Military sites at Khamis Mushayt, Taif, Tabuk, KKMC and Riyadh. We returned to Fort Worth in 1985.
Pre engineered Connex mobile setups were normal for construction camps. Living quarters, bathrooms, office space, recreation center, mess hall, vehicle and maintenance shelters. Ours had a low rise air field tower for the company twin engine aircraft.
Underground electrical, sanitary lines, septic tank fields, waste water, potable water lines, telephone, closed circuit television were laid out and stubbed up with connection posts..
The Connex containers were ship/ truck flatbed delivered fully packed with the necessities for each type of container. If living quarter type it had flooring, beds, chairs, couches, eat utensils, glass ware, refrigerator, oven and stove packed inside to be unpacked. The connex units just plugged into the connection posts. Yes, the camp came with its own electrical generator sets, 3 mile deep water well [artesian water +125°], cooling ponds and temporary treatment plant, Shortly after client acceptance turn-over we departed the site and family flew in the company plane to Dhahran the 200 Villas were turned over to our clients Operation and Maintenance contractor.
While all this is an interesting read... the Connex container concept is linked to the modular pre-engineered 200 Villas.
Who fully paid for the design and construction of KKMC ?
Through the US Government and Kingdom of Saudi Arabia Country to Country Agreement: The Kingdom of Saudi Arabia.
