Volare, this is a private plaza, including the portion of Main Street. If it were a true public plaza and owned by the city, it would still be a parking lot because the city doesn't have money to do this kind of project. On Sundance Square's website, it says you can inquire about scheduling a private event or reception in the plaza. The 2023 plan had an event in the plaza, so I won't be surprised if there will be a few days when I'm downtown and the plaza will be closed off because of private event. Sundance Square paid $400,000 for the right-of-way of Main Street, so the plaza would be under one ownership. The way I look at this is that it is private property and they are allowing me access. If they wish to block it off when I'm there, I will just walk around it. If you think it is a joke and don't like it so much, you do not have to go there.
The reason why you can walk around the Kimbell at all hours of the night is that the land is owned by the City of Fort Worth; therefore, that land is "public".
Austin, I have noticed that the security force is pulling people over immediately when riding their bicycles through the plaza. The rules are now posted at all of the entrances. Also, on their website, there is now an e-mail address to schedule photography. I'm actually surprised that they haven't asked people with DSLRs to quit taking photographs. Of course, with everything being posted now, that may be coming in the near future. By the way, I was there via bicycle last weekend and I got off of my bike on 3rd Street before I ever set foot (or bicycle) on the perimeter of the plaza, and then we walked our bicycles through and looked around.
