An interesting development in Zoning Commission document. Fairly significant sized Mixed Use project NE corner of 820 and Old Decatur Rd. Oh, and a Ferris Wheel.

 

 

The proposed development is intended to center on an entertainment complex/convention center. The proposed MU development includes restaurants, bars, shops, an event center, hotels, a beach area for the quarry area and a Ferris wheel. The MU-1 district was chosen since it is based on the “E” Neighborhood Commercial zoning district. The proposed PD designation adds bar and hotel uses and adds minimum height for the hotel and entertainment buildings only. The MU-2 district was discussed which would allow the bars and height by right, however it is based on the “I” Light Industrial district which allows more intense uses and a maximum height of 10 stories for a mixed use building. MU-1 allows a maximum of 5 stories for a mixed use building. A PD would be required for the hotel either way due to the proximity to the residential use. Therefore, the PD/MU-1 district was selected with the bar and hotel uses added with the additional height for specific buildings only. The entertainment center will be built into the side of the excavated former mining pit. A lower level bar will be built into this area, causing the actual height of the building on the western façade to appear less than six stories. Structured parking will also be provided under the building. The western edge of lake will be incorporated into the facility with a beach and outdoor entertainment. The development is expected to include at least one hotel but may be more than one, depending on the demand. On the northern edge, the hotel is approximately 250 feet from residential to the north. A PD is required for a hotel that is within 1,000 feet of a one or two family residential district. Several low level parking garages are proposed in between mixed use buildings. Parking is required for the multifamily units and also for the commercial uses since the development is within 250 ft of the One Family District. Three levels of parking for the entertainment complex is designed beneath the central building. The project is designed so that the parking garages can accommodate the parking demand overflow for this complex. The development proposes a Ferris wheel on the Loop 820 frontage with heights that vary from 80 ft. to 135 ft. The Ferris wheel is expected to include LED lights that change colors and patterns. The developer has verified that it does not fall within an area of concern from the Meacham Airport runway to the south and the lighting will require TxDOT approval to ensure it does not distract drivers’ attention. The eastern side of the property is a former quarry, similar to the current operation to the south of Loop 820. A large pond currently holds water where the reclamation activities occurred in the past. The applicant is proposing residential uses such as apartments/condos or townhouses in this area but the final product has not yet been determined. The “D” High Density Multifamily district was determined by various city staff to be most appropriate for the intention of the area, including the buildings, oriented to the lake, parking lot between the building and the street, and that the area will be gated

Yes, it's different but it is confusing to me.  I understand restaurants, sports bars, residential, hotel, and an events center.  But a ferris wheel?  Not even a water slide to go along with it?  As a proposed entertainment center the plan seems half-baked.   I guess I'm used to seeing mini amusement parks that sprout up here and there which this one doesn't seem to be as planned.

Good article. I especially like how the article discussed other Re-Use projects of abandoned quarries.

Interesting concept but about the worst location imaginable. This is going to wind up like Dallas had with Love Field, lawsuits flying eventually because of the noise from the airport, regardless of the fact the airport was already there. As a side note, I have never understood why Southwest or American Eagle or someone doesn't start doing a handful of flights to Austin and Houston.

The cheese factor is definitely high, but the re-use of the quarry in San Antonio for the Fiesta Texas amusement park is pretty impressive. Or at least it was on my last visit 20 some odd years ago.

The Quarry Falls development capitalizes on the natural topography and existing elements to create a community forward space that has long been undeveloped. The Quarry Falls planned development district is situated along the Interstate Highway Loop 820 frontage that facilitates the desired location for commercial pad sites to serve the developed community and commuting traveler. The commercial development plans to bring a convenience store, car wash and fuel station along with a multiple tenant restaurant and retail site along the northwest hard corner of Highway Loop 820 and Old Decatur Road. In addition to adding to the commercial corridor, the development proposes two phases of multifamily development with two distinct products. The first phase will consist of one and two-bedroom apartment homes with a more transitional architecture style. As the development transitions toward the single family neighborhood, the second phase will provide larger one, two, and three-bedroom apartment homes in a more traditional architecture style. In each phase, residents will enjoy a separate clubhouse and pool recreation areas. The whole community has the ability to enjoy unforgettable views of the quarry landscape as well as views of Downtown Fort Worth. The development will add value to the residents of Fort Worth from the dedication of 48 acres of parkland. The dedicated parkland lends itself to the creation of trails and access to outdoor recreation supporting the Fort Worth comprehensive plan goals. The planned development is seeking variances from the standard zoning districts "C" medium density multifamily and "F" commercial for site specific signage due to potential tenant specifications and shared driveway access for the commercial, Phase I, and Phase II multi-family parcels. The site also contains an elevated topography and tree buffer along Old Decatur Road. The developer is requesting variances related to perimeter fencing between the property line and building facades and that one or more building's shorter side may front Old Decatur Road. The multifamily parcels will be providing enhanced landscaping in the form of street trees, pedestrian scaled lighting, pools, dog park, creation of a public park between Phase II and the single family neighborhood, and dedication of 48 acres of parkland to the City of Fort Worth.

Quarry Falls Multifamily drainage study filed.  Greystar is the developer.  Same developer that last week was ordered to pay $860M for the Dallas crane collapse in 2019.

Whatever zoning that is - C? should still cause a better organized into streets w/ parking on sides (just rearranging parking lots) and site that makes connection to adjacent retail/other residential in the future more feasible.
