Why not use if for something it was designed for: storage?
Seems to me that, until something more glamorous becomes feasible it would make a great self-storage facility. And it could offer something that most traditional self-storage places do not: loading docks. Having access to a loading dock can be advantageous because if you are shipping something that is palletized from a place that does not have a loading dock or having a pallet delivered to a facility that does not have a loading dock, there is usually a surcharge for the extra labor of loading/removing it from a large truck. And, since there would be customers who would want to bring/pick up items from vehicles such as cars, vans, pickups, etc, one could also build on the back of the building a ramp that those types of vehicles can drive up and be on the same level as the first floor.
My guess is that it wouldn't cost all that much to convert the building to self storage - just build temporary walls inside to whatever configuration makes sense. The building is large enough that one could offer a very wide rage of storage space sizes. Obviously the building's freight elevators would either need to be brought back to life or replaced. And given how thick the buildings walls are and the fact that a large portion of it was originally designed for refrigerated storage, I suspect there would be a cost advantage in terms of utility bills when it comes to offering climate controlled storage. And such a use wouldn't require too much in the way of parking. And since self-storage contracts tend to be short-term, should a better or more profitable use for the building come along down the road, it wouldn't be too difficult to get the tenants out.
Of course, I have no idea whether this would make business sense or not. But it strikes me as something someone ought to look into. It might be a way to bring the building back into productive use and generate some money rather than sitting empty and costing money. My hunch is that there are companies in the office buildings in the downtown area that have occasional need for temporary storage space. This would be a convenient location - and, again, it would be able to offer the use of loading docks.
